First of all, level 99 Slayer is one of the longest and hardest 99s but one of the most profitable to get in Runescape. This is because you probably won't get 99 Slayer without leveling another skill to 99. You can most definitely expect Hitpoints to be 99 before Slayer. It's also great money, for example at 85 slayer you can kill abyssal demons, they drop Abyssal Whips which can sell for about 4.2 million each but it does requires a LOT of patience. To start off, speak to Vannaka in the Edgeville dungeon. Vannaka is probably the best slayer instructor because he has so many different NPCs to choose from. It would help if you buy all of the items Vannaka sells so you can use them later on as your Slayer level increases. There are also two quests that give a generous amount of Slayer XP; Smoking Kills and Back To My Roots. Keep in mind that the requirements for those quests are rather high, however the rewards are rather beneficial. Finally, the Chaos Tunnels: The Hunt for Surok miniquest has an NPC named, "Bork" in it and you can kill him daily. The first time you kill him, he will give 5,000 Slayer XP and all the other times you will gain only 250.

If you get a task from Vannaka that you don't like, you can also teleport or walk to Burthorpe (Games Necklace) and head over to that Slayer Master to switch tasks. Once done with his task, you can return to the Edgeville dungeon and hopefully get a good task.

Recommended items: Teleport jewelry (Games necklace, Ring of Dueling, etc.), teleport runes (Varrock is the most helpful.), good armour, a good weapon, and food (Monkfishes are the best for Slayer but as you get higher, think about Sharks.).

One way to get 99 level magic is to do lots, and lots of training. Unfortunately you may not want to spend that much time making all those runes or getting all that money to buy the runes to train it. You can just pay someone from a gold and leveling website-these sites are not always trustworthy unfortunately-so you're going to need a PayPal account or credit card to buy it online so you don't have to waste your time to do it yourself. I recommend this highly if you're willing to risk your account for it. But if you do the same thing for buying gold, you're going to need a member's account for them to transfer it in a certain way. It's up to you, pay cash and risk it (in my opinion worth it) or waste lots of time training it. if and when you go there, go to 'power leveling,' select magic as the type of level and put in your level, and your desired level [99]. Unfortunately it costs around $288.55 for that much if you're level 1 in magic, and takes 634 hours-27days (someone has to spend the time) and they will give you 4 million gp. It isn't much different if you're a pretty high level, say 75-it will still cost you $216.74. They will most likely they will give you an email telling you that you need a member's account. its not possibly because even if u use a cannon so u dont have to use combat the cannon gives ranged experience and you will level up your range wich will level up your combat so yea u cant get 99 slayer or even like 2 slayer when ur 3 cb

it is possible if you are a member, well you would be if you are asking about slayer

first of all, go to edgeville, and go to the SoulWars portal (it's yellow) and play a few games, run around healing people with the health packs and keep your activity bar green, after a VERY VERY VERY long time, you will have just enough zeal to buy slayer xp, which will total up to 99 slayer, i dont know how many zeal you'd need so here's the link to a helpful guide below. every hour it is possible to get 9 zeal, so in an average day of 5-7 hours you can get around 45 - 63 zeal, depending on how long you play.
