You get the Blue Feather by raising any marriage candidates Heart Color to Orange and then buying it from Jeff's Store.
The fastest way to get it would be to raise the Heart Color of the easiest marriage candidate.
It doesn't matter if you have the Blue Feather, if you don't complete all the marriage requirements you can't get married.
