Before anything make sure the light is OFF. You may want to turn off the circuit breaker or pull the fuse out to make sure! In all cases you should wear eye protection, as you are usually looking up into the light, unless it is a lamp.

first make sure you wear safety gogles,get your hand at the side by where pins are at, pull down one side at at time, and done, to replace with new-ones it just go back-wards,get the other end oposite to the pins, insert it to the small hang clip first, then one pined side at at time "ta-ran" you job is done.

I will tell you how I have done it -- with a potato! God bless the potato! We had tried everything. Then read about this trick somewhere online. Cut a potato in half. Shove the cut end up firmly onto the broken bulb end and twist it out. Worked like a charm. As always when working with electricity, make sure power is off. Good luck!
I am assuming you have a bulb broke completely off in the socket of a light fixture. Turn the power off to that fixture, then use a raw potato and push it in to the remaining part of the bulb in the socket and turn. I have used this method many times with success!
