You can call, write, or set up a meeting with your Congressperson. You can then apply for them to recommend you. Usually you go through their aides because they are very busy. You basically have convince them why are you are deserving based on GPA, extra curricular activities, parents' occupation, community service, job etc. (Sell yourself to them.)
