Many times a dark spot is simply a soiled screen. These can be removed with ammonia based cleaners. If the dark spot is a dead pixel, then it is rarely recoverable. This is caused by a failed transistor within the screen itself, and is not repairable.

I found OPI Nail Lacquer thinner worked like a dream!. I put a few drops on a Q tip & rubbed a small spot at a time, then rubbed it off quickly with a micro fiber cloth. Depending on how thick the polish is, you have to switch Q tips often. This took Glitter polish off our LCD flat screen TV.

First off, how big of a screen are you looking at? I bought my teenage daughter a 19" LED Samsung for about $200. Samsung, in my opinion, makes the best TV's. If this is still a little high for your budget, I also have a Vizio flat screen. Excellent picture and cheaper on my pocketbook!
it doesn't turn off but goes into sleep mode (when screen goes dark). it can be turned "back on" by holding down the center button.
