Beaver Research's S-722 would do the job quite well. It was formulated to clean railway cars prior to repainting. Its a powerful degreaser but cuts grime well. I use it on my linoleum floors at apartments I refurbish. I would spray it on and use a floor broom to work it in and then spray it out with the hose out the door and down the drive.

To remove an oil stain from a garage floor place a thick layer of cat litter over the stain. Let the cat litter sit overnight and then sweep it up. If the stain is still there repeat the process for several days. Spraying WD-40 on the stain and then scrubbing with a stiff brush may help to remove the oil.
