You can't. Gerbils prefer to jump. Out of 13 gerbils, none have climbed ladders when ladders are in place (or they have jumped to halfway up the ladder and then jumped to the top). However, I've had 5 climb wire mesh when bored. My conclusion is that gerbils can climb if they want to, but much prefer to jump.
Associate it with a treat, like carrot or sunflower seeds.

There is a chance you can get him back especially if he's in one room. You can get his favorite treats (varies between gerbil to gerbil) and put it in a box. Make books or some sort of climb around the box. Don't put anything so he can climb out. The trick is that he will follow the scent of the treat (the smellier the better!) and climb up the books and jump into the box for the treats. Now that he's in the box, he can't climb out.
The only huge difference is that in a fish tank the gerbil wont flick things out through the bars, and in a tank your gerbils will also be tame faster as they have no place to hide. but a cage could be more fun for a gebil if it has lots of levels, ladders and platforms - but you could always add these to a tank with a bit of difficulty.
