You have to recover the lobster trap for Cap'n Salty, by the lighthouse at Puffin Point.
The diving mini-game is the way to get this.
You will need an old photograph that is blowing in the wind near the lighthouse : swap it for Scuba gear at the "Say Cheese" photo shop. Then use it to "dive" to get Cap'n Salty's lost lobster trap. Go all the way to the right before diving and you will avoid the bubbles.
Return the trap to Cap'n Salty. He will let you keep a lobster and give you the key to the jet ski.
Avoid the bubbles as you dive - the trap is at the bottom right.
