you need to find a weapon store key in order to enter the place where you will go up stairs and find phonix crossbows there will be a person there guarding it so go with Armour if you cannot find a weapon store key than i would try and find a person that has one for example me : roman 666666 you will find him on world 108 either in varrock or in faldor hardly ever in lumbridge.

If you are talking about the ones in Lumbridge cave, simply cross over the stepping stones in the middle of the stream where they are.

If they have not joined the gang, tell them to talk to Reldo in the Varrock Library(Located on the ground floor of the palace.). 5. Once they are in the Phoenix Gang and have not finished the quest, get them to give you the Weaponstore Key. 6. Get your sword and armour ready and then enter the Weaponstore and attack the person inside. Kill him and take the two crossbows on the floor. 7. Return to Black Arm Gang HQ and give them to the leader. 8. Find the piece of the Shield of Arrav and get your friend to find his piece. 9. Go to the Varrock Museum,(East of the Palace, South of the North Gate) 10. You and your partner shield each use your piece of the Shield of Arrav on the Curator. You will recieve pieces of the certificate. 11. Tell your friend to trade 1 of his pieces and then trade one of your pieces. Use your piece on your friend's piece to get the full certificate. 12. Talk to King Roald on the ground floor of the palace.(East of the wooden staircase, south of the kitchen) Congratulations, you've finished Sheild of Arrav and received 600 coins! Member could only use crossbows. The only free-to-play cross bow is a bronze crossbow that only shot bronze bolts. it is a very weak weapon and isn't very effecive. :)
