I'm not sure if I completely understand your question, but based on my understandings I'll answer. Right-click the picture, next, scroll down to open with, then, click paint. If paint does not appear right away then browse for it in the programs. I hope I answered your question.
I found one good suggestion at http://answers.yahoo.com/question/index?qid=20081102074104AAgoZzw

A person can make a picture 840x840 by resizing the photo in a program like Paint or Photshop. This will make the photograph in question a perfect square.
Paint a Picture was created in 2005.
You have things like that on your computer like picture viewer. & paint
In this case you need photo editing program (Paint, FSViewer etc.) or just picture resizing tool.I prefer Softorbits Batch Picture Resizer. It always works well!
You can re-size a picture using the pre-installed software that comes with most PC's. Paint is probably the easiest program to use as all you need to do is open the picture in 'paint' and go into the settings menu where it gives you the option to re-size in a few clicks.
You can do this by creating your own background on Microsoft Paint or any other graphics program.
Paint doesn't work in layers so you can't put two pictures in and move them around. If you want paint with layers there is this free program, like paint called paint.net. Google it to see what it can do.
You cant do that directly from Word, Word cant save file as picture, press Print Screen on keyboard, then Paste in picture editor program like MS Paint
Draw your design with a carpenter's pencil.
