Firstly you should spend a long time (a few months) getting to know her and becoming good friends with her. This will create trust and a strong relationship between you. Don't suddenly make a move on her, because she might get freaked out, especially if she's never been in a relationship before. After a while, talk to her about you feel about her and ask her about she feels about you. If she also likes you, you should talk to her about being in a relationship with her. Take it all very slowly and it will be worth it.

Well first you should become friends with her and once you're friends, you should ask her if she wants to be your girlfriend. You should be nice and make her feel liked. Most shy girls just want someone that's loving and caring! But take it slow! Also make friends with her. A simple hi can go a long way. :)
