Well, actually, you can't. Bullet Bill is only obtainable when you are in 12th, 11th, 10th, 9th or 8th. The only alternative to bypass this is to hack using the Homebrew Channel application Ocarina, which I don't recommend you to do, since the majority of the online Mario Kart Wii community is against hackers that hack to win.

∙ 12y agoTo get the bullet on Mario Kart Wii,you have to get in 12th place,that's when you will get the really fast shroom,the bullet,and other items that help you.You do the same in Mario Kart DS.But,Mario Kart DS doesn't have the really fast shroom.I would prefer not to do this when you are doing the Grand Prixs.
