Okay well if you already told your parents about this and they haven't t done anything about this yet then you need to like go to the neighbor's house that's bothering you the most and just go off on him. Say- ''Why do you keep bullying me/people?? It's not right to fight so don't do it! Does it make you feel better inside about your home life or something?
