Situations like these require time. I have no idea what either persons' personality is like, but humans tend to have a memory that softens. Sounds sappy but it is the truth. Watch but don't stalk. If he's acting like that, he probably wants some space. Some guys have a hard time with the "hard to get" concept, though he might be playing that game with you. I am also unsure of what the goal is - friendship and/or getting back together? Tough time if he has someone else, especially if that happened when you two were together. In that case it's not your fault. Either way, time, space, and nice words. Even if the other person is a jerk.
