Well go to hearthome city i think you must have hearthome's badge first but.... back to topic go to bebe's home and she'll give you an egg and in that egg will be evee. you can duplicate it by combining evee and ditto in the day care and i think that is the only 2 ways to get an evee, unless you use cheat!
