You can wipe it, but whatever is on it would come off easier and better if you had used satin paint instead.
Some paints are formulated with a non-stick additive that causes flat paints to release stains as well as a regular eggshell and some satin paints. They cost more, but if you want a no or low sheen surface, they are well worth it for their washability and scrubbability.
It doesn't stand up to soap and water like semi gloss enamel will. Once the water soaks into the flat paint it will wash right off of the wall. So, if you must try to wash the wall do it very briefly - before it has time to soak in - using cold water. Good luck.
(Added) It depends on the paint though. A high quality flat paint can withstand washing and scrubbing without burnishing. Often, it's not the paint that is washing off though. It's the wall texture coming off behind the paint because the wall was not primed prior to coating and/or the texture was not fortified with an additive that would bond it to the drywall. A second coat of paint will fix this normally.
If they are both same base, then there is no way you are going to remove the flat paint only.
You can use hot water

If you have the satin, you can add flat paint and take some of the sheen off. This would have to be done before application. It will never be a true flat though.
Stuck on paint can be removed with a paint brush. Wipe off the paint from the paint brush. Then with a soap solution - paint can be removed Water can be used lastly to see all the paint can be removed/washed easily.

Dry latex paint can sometimes be reactivated with water because latex paint is water-based. When water is applied, it softens the paint's surface, making it easier to wipe off. This is especially common with matte or flat finishes that have not been properly cured.

No, but it's basically paint, so you don't want to eat it. Just wipe it off.
I LIKE FLAT PAINT. IT IS CHEAPER AND EASIER TO CLEAN. TEXTURED PAINT IS HARDER TO CLEAN BECAUSE OF THE GROOVES IT CREATES. THIS IS WHY I HIGHLY RECOMMEND FLAT PAINT.
