You can wipe it, but whatever is on it would come off easier and better if you had used satin paint instead.
Some paints are formulated with a non-stick additive that causes flat paints to release stains as well as a regular eggshell and some satin paints. They cost more, but if you want a no or low sheen surface, they are well worth it for their washability and scrubbability.

∙ 11y agoIt doesn't stand up to soap and water like semi gloss enamel will. Once the water soaks into the flat paint it will wash right off of the wall. So, if you must try to wash the wall do it very briefly - before it has time to soak in - using cold water. Good luck.
(Added) It depends on the paint though. A high quality flat paint can withstand washing and scrubbing without burnishing. Often, it's not the paint that is washing off though. It's the wall texture coming off behind the paint because the wall was not primed prior to coating and/or the texture was not fortified with an additive that would bond it to the drywall. A second coat of paint will fix this normally.
