The Chozo place in Pendrana drifs? Ok, first you got to get the Space jump boots from the Tallon Overworld. Then go back to the main area of Pendrana Drifts(When you get out of the elevator and fight the baby Sheegoths). Go up the multiple levels of the particular room. you should see these levitating platforms which you would not be able to access without the Space Jump Boots. jump your way accross and there you are at the door to the chapel of Elders.
