You have to go to the ice world (I can't remember its name offhand) and get shot out of a cannon to the moon. You need a bob-ombs permission for this first (he's in the town you go to after beating the train levels) and you need to wake up a different bob-omb, who takes a while to find but ends up in an ice world house. Then, you get shot to the moon, and from there, you just walk around trying to Dodge enemies until you reach an area with a base in the background. Find the warp pipe in this area, and you will appear in the background, and from there, all you have to do is walk into the base.
