I am sorry but I asked this question twice. I figured out my problem was the fuse.
Although the old fuse looked good and not burnt, I put a new fuse in and the pull down motor worked. I was ready to take the back seat out.
The starter on a 1992 Buick Riviera is located in the undercarriage on the driver's side of the motor. It cannot be accessed from the top because there is no room for a wrench to turn the bolts.

I am going to answer my own question......As I have had this problem before, my first thought was the pull down motor had gone out again. I replaced it aprox 12 years ago and thought the motor had died again as I use the trunk all the time. Easy fix this time.....what could it hurt (?)......changed the fuse......it worked!

You need a harmonic balancer puller, and a 1/2 in drive inpact wrench.
The blower motor on a 1992 is located under the hood. It is on the firewall on the passenger side.
