The Apple iPad is hardware, not software. As an Apple developer, you can purchase a IOS Software Developer Kit. It has a development platform for the iPad, iPhone and iPod touch. The developer kit is free to download, but you must enroll in the Apple Developer program, which costs about $100 per year. The SDK is designed to let you write and test your own apps.

You usually have to be a registered developer with Apple.
The developer of iOS, the operating system that powers Apple's mobile devices such as the iPhone and iPad, is Apple Inc. Apple's team of software engineers and developers are responsible for creating and maintaining iOS, continually enhancing its features, performance, and security. As a closed-source operating system, iOS is exclusively developed and owned by Apple, with updates and new versions being released by the company periodically.
Installing Android apps on IOS or vice versa is impossible unless the developer releases the app for both platforms. This is because IOS and Android are written in two completely different programming languages. Edit: You can install iOS apps on android with an app known as Cycada. Find it here: gg.gg/3p3gu As far as I can tell, is not available for download, though.
