After you beat red go to the Pokemon fan club and talk to every one and go out and i guy will show you a Pokemon named latios and look on your map inside your poke gear and it will show you were he is .
After you get Latios i think you see Steven get a Hoenn starter from him and trade fortress and something else (both in saffron city) then something else. After you've seen him however many times you exit the Pewter City museum and he tells about Latias and you can catch
Edit #2: Actually the person who did the first edit wasn't wrong but you have to have Enigma's Stone from a Wi-Fi Event to get Latias or Latios. This is how to get them without that (SS has Latios and HG has Latias). You have to beat Red then I think you need to talk to someone then look on your Pokegear and Latios/Latias will be on the Pokegear. Note: They can be found roaming around like the Legendary Dogs, except in Kanto.
Edit 3: Actually, the above answers are confusing. The real deal is this. After you exit the Pokemon Fan club with copycat's lost clefairy doll, Steven Stone comes and tells you about and shows you a picture of Latios in SS or Latias in HG, and the they will be in your pokedex and will roam Kanto. This is part of the game play. Through the Enigma stone WI-FI event, you can get the item enigma stone. While in possession of this item, go to the museum in Pewter City and talk to Steven Stone wherever you find him. I think he is outside but i don't have the stone yet. He will take it and then reveal that it is the rare item, the Soul Dew. He will then say that Latias/Latios (Latias in SoulSilver or Latios in Heartgold) have come angrily. Depending on which game you have, latias or latios will then appear outside the museum and that is where you can battle them. I would recommend saving after they appear and then battling some trainers for more money if you need and go to the pokemart and buy ultra balls if you used the master ball or if you are saving yours for trading into black or white or whatever. They will be at Level 40 in both games. The dates for the valid event's dates (depends if you are in Japan or in America and Europe) follow:

US and Europe are July 31 2010 to August 27 2010, So if you can't wait, i suggest you find a place you go to often that has wireless, set up a connection, and connect to WI-Fi on the 31st to get your Enigma Stone!
Please note that to get HG&SS WiFi event Pokewalker Routes, Items, or event Pokemon, etc. you must have received the Johto Pokedex. This is needed because you will need the Mystery Gift option. select wifi and your ready to go!

It was totally different for me. I did not get a wi-fi event and I still caught them. I dont even have wi-fi at my house so there's no way I had an event. (Lation, I have soul silver) I did the same thing as the 1st one stated.
