Be thankful you are in the States because across the pond here in the UK it's much different. You have to have a designated room in your home and it has to be inspected by the local health authority. However if you live in rented accommodation you can not run a tattoo business from home. Also if you own your home you have to apply to the local council for a licence, but firstly you must prove you have been on an accredited hygiene course for tattooing. Then if you've done that you have to get permission to run a business from home , and if just one of your neighbours object, then it's a none starter. So think seriously guys n girls. Best bet is to either join an existing studio or open one yourself. I'd opt for the former it's a hell of a lot less hastle. Have fun people and mostly be safe.
In some states I believe it's illegal to tattoo out of the home. The home isn't the most sanitary place to tattoo in, you can't keep the surfaces sterile or clean enough to tattoo on. It would be ideal if you could have to have a seperate area of the home that you can keep clean enough to tattoo in.

Response : You need to know much more about anatomy and the bodies ability to heal as a body piercer, more so than in tattooing. Body piercing is good money but you need to know your stuff and you need to be ready to learn everyday. It isn't a jumping off ground to get into tattooing as previously mentioned, if you want to tattoo stick to tattooing but if you want to pierce than be ready to learn put the time in to gaining the knowledge.
