there are two possibilities, first...there maybe two much humidity in the home. second...you may have painted over a oil based paint.
I have painted rapeseed oil on some surfaces painted with oil paint and cannot detect any change after it's wiped off.
For stains on walls I usually use Mr. Clean Magic Eraser. It isn't harsh or abrasive and really cleans off just about anything (including sharpie marker). DO NOTS: Bleach can change the color of the wall and in some cases strip the paint. Brillo Pads are just too abrasive and can strip paint. 409, Orange Clean, Windex, and Simple Green or just not strong enough to clean off stains or can have a reaction with the wall paint.

xylene will work and so will soy bean oil. use hot hot hot water
because the material is made of polyester, which will watch off. were as oil stains on cotton will never watch off.
Some ways to get automotive oil stains off of concrete are by spreading kitty litter (or peat moss) over it, rubbing the kitty litter in with your foot, and sweeping it up or soaking the stain in simple green and then rinsing. There are also products specifically for removing oil stains if these methods do not work.

No it was painted with tempera.
A little WD-40 on a soft rag and rub gently.
