You can't. The lasers will always block it. To reach the Third Spy, go around to the left, to the red building rooftop. You can grapple back to the right again, to the large antenna atop the tallest building.

Control CenterUse the goggles to slip past the lasers, and unlock the door with the Fingerprint from the Bistro. Inside, the hardest jump is the second jump at the right, to reach the computer station. It takes a few tries but is not impossible.
