Over time many brake drums seem to almost weld themselves into place, but there is always a way to remove them.
First, back off the brake shoes. Make sure they aren't part of the problem.
When brakes have been in there a long time they often create a grove in the drum and even though the wheel might turn somewhat freely, the brake shoes can still be holding the drum in place.
Second, the center of the drum assembly can be a tight fit against the axle; so tight in fact that they may not want to come off. Often a little heat AROUND the axle can help.
Don't heat the axle directly, just heat the drum where it fits around the axle. It's a tight fit and add a little rust and it can be difficult to remove.
If you use a hammer to pound on the axle you'll probably just mushroom the end and make it even MORE difficult to remove the drum.
