It takes time. Run and bike and do some sit-ups. I also think you should work out everything and not just your abs. Do some push-ups for exsample. (Do not use weights)

Most people, with the correct training program, can develop a good muscle culture. It is doubtful that many people, male or female, would be impressed with any woman having 'rock hard' abs.
Same as anybody else, by appropriate exercise of those muscles. However, a 12-year-old may not yet have the hormonal support to develop anything terrifically impressive. And excessive intensity at this age could be harmful. Instead of doing exercises an adult would do, you should run a lot. Many 12 year old boys that do lots of running activity typically get 6-pack abs really fast.
Men just don't like hard abs on a woman, we think you look like men. Men rather prefer a flat stomach or a stomach with some fat over abs.
