Sanding rust off of a metal is a physical change. You are changing the rust's location, but not its chemical structure.
If it is mold, then yes, you could. The green is oxidation, the same as rust on steel and bleach won't do much of anything to remove it. It will not really hurt anything.
Use your finger. If rust colored dust comes off on your finger then its rust

to change the muffler is really easy as long as u don't have to much rust unger it. all u need to do is take off the clamp that comes from the exhaust pipe and then the one clamp on the other side on the tail pipe. which is easier if u take it right off from the car and put back on later then if the rust isn't to bad the pipe would slide right out of the muffle. leaving u to put on a new one
if it's plastic pipe you can just buy a glue cap and glue it on. If it's galvanized or cast iron pipe you can use a gym cap, (arubber cap that comes with a hose clamp). Just put that on the pipe and tighten it down firmly. this will prevent any sewer gas from coming out of the drain.

On the black pipe going from the air box where airfilter is to the engine, if you look you will see a plug with wires coming out of the black plastic pipe just beside the battery, this is airflow meter, it's a grey plug and there is a clip below it to release it, it's easier to remove top off air box to get at the plug to undo.
The plug is on the trans pan.there is a stand pipe that is a specific length that has a 7/8 nut size.In the center of this pipe is a Allen or star type threaded screw.To change the trans fluid take the Allen screw out then remove the stand pipe and most of the fluid will come out.To refill install stand pipe then theres a tool that threads into the pipe that is hollow and allows you to use a suction gun to pump new fluid in.When fluid is running out pipe remove tool and install Allen plug (not real tight)start car til warmed up (go from rev. to drive a couple times with brake on)then remove Allen plug and top off til fluid is coming out stand pipe at a good stream then let it out pipe til a small dribble then install plug and you have now changed your trans fluid. :)
The best way to get rust off of your skin is just to wash it off. It should come right off with soap and water.
