First create some characters. Then write a story. Then decide which parts of the story you think should be in the pictures. Then put it all together.
The best way to get started with any writing is to brainstorm. Make a list of everything you think would make a good story - if you're also the artist, you can start doodling things you think should be in a story, too. Just let your mind go and put anything you think about down onto your paper (or into your computer).
