The crate to catch the chupacabra is provided by the goat herder, on your second visit to Puerto Rico. On your first visit, you can get the bolt cutters (hilltop at the upper left star) and some fur from the chicken farm (right side star). You have to test the DNA on the fur before you return to Puerto Rico.
The herder is out to catch the chupacabra, so you talk to his brother (the chicken farmer), who suggests that you use the Jeep to corral 3 spotted goats into the grass at Snaggletooth Rock (center star). Once you do, the trap is set to catch the chupacabra. (You only end up with a tooth, but that's enough.)
You can actually herd the three goats into the rock on your first visit, but the herder does not help you catch the creature then.
