I guess it depends on the model but I have a Whirlpool Atlantis and the fabric softener goes in the container located on top of the agitator in the middle of the drum. It is removeable for cleaning so yours may be missing, or it was never put in. It is designed to dispense when the machine is spinning in the rinse mode. If you add a cap full of fabric softener concentrate, add a cap full of water too.
