you have to complete the forsaken fortress the 2nd time and then you will go back down to hyrule go to the room where you got the master sword and a cutscene will start.After the cutsceneyou have to exit hyrule.Then use the Ballad of gales and teleport to mother and child isle then the fairy queen will give you the fire and ice arrows.
