put lots of penetrating oil on it and give it plenty of time to soak in, then make sure there's no set screw and if so loosen it (it might need penetrating oil also) then insert a flat bar or large screwdriver between the motor and pulley and try to gently pry it off (sometimes tapping the pulley and shaft with a few sharp raps will to break loose the rust) If prying doesn't work, a pulley puller (available at pep boys or most hardware stores) should do the trick. If the motors bad and you're taking it to the shop just leave it on as they're experts on doing this.

That depends on how the pulley is mounted on the motor. If the pulley is welded then no most likely you will have to cut it to get it off. However, if the pulley is fixed to the motor using a bolt/s or other fasteners then yes. Warning: The pulley could be press fit onto the motor. If this is the case it can come off but might not be able to ever go back on.

Jack the motor up and take the motor mount loose on the top right side. Carefully lower the motor down until you see the crankshaft bolt on the bottom. Then take the center bolt off the crankshaft and then the pulley will come off.
You need a socket with a long extension to go through the center of the pulley/shaft to locate the nut. You will have to block the pulley or the motor to keep it from turning while you are removing/replacing the nut.

no it is not left handed,some times just a real pain getting off.
The tension pulley or any one of the other pulleys is not square to the motor. Possibly the bearing in the pulley is going and allowing the pulley to tilt. The tension pulley does wear out usually quicker than one of the components the belt drives.
at the rear of the motor on the passenger side. You wont see the water pump unless you take off the timing belt cover, and it will probably be the 2nd pulley from the bottom offset to the left of the crankshaft pulley.
I would be more apt to believe that the power steering pump failing would have caused the belt to jump off and become lodged between the pulley and the motor than the other way around.
