The rear windows on the Generation 3 Ford Taurus's (1996-1999) are not able to roll down completely because of the door design. The window cannot fit into the lower door cavity. Contrary to popular belief, there is no Federal regulation or reason behind this other than the door shape and design.
The power window fuse (10amp, metric size) for a 2003 Ford Taurus is located in the #26 slot (far-right side, 4th down in regular fuse section).
The dash of a 1997 Ford Taurus is removed by taking out the retaining screws, removing the retaining trim, and pulling each panel from the vehicle. The dash is broken down into several sections which require individual components like the radio or vents to be removed prior to taking the dash panels out.

This happens to mine all the time. The back windows stick and won't go down because they never get used. answer.. Put the key in a position that will allow the power windows to work. Make sure the window lock is off. Get in the back set. Hold down the window down button and close the door firmly You May have to do this several times. Don't break anything, you just want to jar the window and rack enough to vibrate it loose. I have done this quite a few times on my 98 Taurus The rack probably need a good oiling but if you use the rear windows frequently they won't stick as much. See "Related Questions" below for more
We own a 1997 Taurus that has had many minor electrical problems. My brother owns the exact same car in a Mercury LaSable make. He too has had minor electrical problems. We found out that problems specifically with the power windows were related to the fact that the car's doors leak water when it rains. That water gets in contact with the window circuits and in short time your windows will stop working. My windows stopped working, and me and my wife would sit in the passenger seat pushing the up and down button jokingly complaining about how our Ford didn't work. After 6 months of this old joke, the windows started working again. This car runs on electrical voo-doo. Be prepared to buy lots of fuses. Hope this helps.
