This question is not clear. All rows already are lined up. If you are trying to align the contents of cells, you can highlight the column you want to align and select the same alignment for all rows in that column.
If you mean rows, you use the Insert Rows facility. That will push data down, inserting a row. In reality there are still the same amount of rows in the entire worksheet, as that cannot be changed, but everything below the insertion point is moved down. Inserting rows can be done through the Insert menu or on the Insert option on the Home Tab.
You could have text wrapping set to on in the cell formatting. Alternatively, as you type you can press Alt-Enter to start a new line and then continue typing.
