I had this problem on my 2002 Rodeo. It was the number 6 boot. I sprayed it with WD-40 and let it sit a bit and wiggled it. But, in the end, I tore the top part of the boot. I tried to repair it with silicon adhesive but got misfires. The boot is cheap (between 5 and 20 dollars). I also read a tip to spray some compressed air down the coil tube to free it. You may save the boot that way. When you reinstall it put a quality Dielectric Tune-up Grease on the end to prevent it from happening again. Hope this helps.
Give the spark plug boot a twist to free it from the spark plug then pull it off of the spark plug by the boot.
I have a 2001 rodeo and the spark plugs should be under the boot (black square) . It does not have spark plug wires I would like to add that if the plugs haven't been changed in quite a while then the coil packs might be hard to remove. The black coil packs sit on top of your spark plugs and will need to be removed. There are 2 screwed that hold each pack in place, use a socket to get those off, not a screw driver, even though they are slotted for one. They usually turn about a quarter turn and then pop out. Sometimes they are a little sticky and don't want to pop right out, and if you pull the long black boot off that is on the underside of them you can just pop it back on. The hardest one to get is the drivers side read plug, it requires a couple of socket extensions and extension joints to get at it.
If you've already replaced the spark plug wires, try removing the spark plug boot heat shield.
If you mean that the wire came out of the boot, then pull the boot off of the spark plug and use a spark plug socket to remove the spark plug.
Use silicon grease.

Pull on the boot.
That is the rubber boot that is on the end of the spark plug wire that goes onto the spark plug.
Remove the coil pack for each cylinder. On the bottom of the coulpack is a spark plug boot. Under the boot is the spark plug.
they are located up the driver's side of the engine. You will see the spark plug wires, follow each one back to the engine block, and the thing under the wire boot is the spark plug.

Do not pull on the rubber spark plug boot,rather, pull on the metal sleeve shrouding the plug boot, 5/8 inch socket and ratchet, may need a low step to stand on, to reach plugs since truck is higher than a car.
