Okay, first off you have to have the national pokedex, and you get it by seeing every Pokemon including the legendaries.and u will need waterfall, defog, surf, strength, and rock climb. Go down the waterfall and into the exit of victory road.Go down, use rock climb to go down, go left 8 steps, walk through that little entrance, past the old man, go left and on to the stairs and go left through the bridge. Go inside the cave, and walk through and find another cave, go inside. (Use defog) now u will see a rock use Strength. You will also be escorting someone.Or at the part to go faster to the rocks! go past the blue people and use surf to the other side. Go up the stairs and into the cave and up all the way the cave and you're there!
Repels will not work AT ALL!so don't use them its a waste af time and....wat should i say pokecash,pokedollars,money?Whatever but

That is one way. The other is to go in Victory road and at one point there is a man blocking a entrance (if you have completed the Sinnoh Dex, he won't be there) Anyway, you go through that door and around some paths, ect. Eventually you will come to a small cave with stairs to the right. Just go up those stairs and you will get to 224.
