All the functions in Sony Vegas can be located from selecting the "view" menu. (At the top, it goes file, edit, view..etc).
Here you select "transitions" and they should appear in the same window as your explorer, video effects, media generators etc.
If for some reason that doesn't work, I would try "view", then "window layouts", then "default layout", or the key command which is alt and D followed by D.
