Dealers only normally put you plates on if they are transferred form another vehicle. But some will register the car for you and put the plates on. It's pretty much a given thing anymore that they do.

I am a used car dealer in GA. You are responsible for insuring your vehicle before it leaves the lot. You may not understand: While the tags are temporary, they are yours, not the dealers. (Dealer tags are something entirely different, and only for cars the dealer owns). Temporary tags are actually issued by the Motor Vehcile Dept. until the permanent ones and title/registration paperwork are ready. The dealer just handled the paperwork for you. Car is sold. Is yours and your obligation - dealer no longer has any risk, and would have no reason, probably no right as he has no chance of loss, to insure it.
Sorry..you put "private dealer". Is he a dealer or a Private Party? For the future it would help to know what state you are in. Not all states offer temp tags. The dealer made a sale. Ask him to drive it home for you with his dealer plates on. Better yet, you should insure and register it.

I would say yes. It would just require transferring plates. DMV does that or the dealer may even do it for you.

This depends on where you are. In some places it can take 30 days Where I live yo must provide your own when you pick up the car.
Yes dealer plates can be used in other states i live near two states and see it all the time, my friend has a car lot and uses the dealer tags year around on his "personal" ride.
The dealer should have applied for the tags and title for you, however, it's not required that they do. Until you get them to correct the title, or sign it properly, you should be able to get a temporary tag at the dmv.
