Keep it in your party and go to the building in Castelia City that is in northeast and talk to someone in there. Celebi will reveal one of them as Zorua. You don't need to battle, but you must have at least one more space in your party. Zorua will be in a Pokeball and you obtain it. It starts off with level 10 and it is a male.
