Good luck. It's a terrible market to break into. Most publishers rely on current authors, TV tie-ins and movie tie-ins. Have you ever scanned the shelves of a bookstore? It's scary. There are some great books still (and some good publishers), but they're becoming fewer and fewer.
You should check out www.BigDifBooks.com. It's a new concept. Books are downloadable. Can be viewed in a page-flipping program on-screen or printed out. And a lot of them are free and the ones that aren't are very inexpensive. PLUS, here's the cool thing: They're actually looking for submissions. And kids can submit books too. I've e-mailed someone there and will be submitting my own kids book (when I'm finished ... ) ... which, in all honesty, is part of the reason for my responding here. I want people to see my book when it goes up ...
