First of all buy a cedar sapling from Nook (at your shop).Also buy a spade/shovel if you don't already have one. Go outside and dig a hole in a space using the spade. Go into your pockets (when standing as close as possible to the hole).Click on the cedar sapling and click bury. The tree should grow within a few days.
PLEASE NOTE TREES OF ANY KIND DON'T GROW IN ALL AREAS OF YOUR TOWN.
ALSO IF YOU RUN/WALK OVER THE TREE WHEN IT HAS JUST BEEN BURIED IT WILL NOT GROW!!!
Specifically, cedars must be grown within the northern half of your town (no more than 32 spaces (counted by digging holes) from the northern edge.
Additionally, make sure that you are not right next to a building or other obstruction. A good test for a dig spot is to try and surround the spot in question with holes. If you can dig all around the spot, then you have a good location.
As for not walking over a sapling after it is buried, I do not think that holds true. I am about 95% certain that walking over a sapling has no effect on whether or not it will grow.
No, you have to plant them again. You can either buy the saplings from Nook's or plant a fruit to regrow a tree.
You never needed to water saplings. They grow as long as you don't plant them RIGHT NEXT to buildings or other trees.
