Normally, Pokemon Ranger isn't compatible with Pokemon Diamond/Pearl, but if you complete the Manaphy Egg Mission in Pokemon Ranger, you will be able to send a letter to your character in Pokemon Diamond/Pearl asking them if they'd like a Manaphy Egg. In response to your question, you need two DS's and DS Wireless Communications to send the Manaphy Egg to Pokemon Diamond and Pearl, however. No cables will be required, so don't worry about that. You have to beat Pokemon Ranger and do all the Ranger Net Missions. Then, you need 2 DS's, one with the beat Pokemon Ranger, and one with Pokemon Diamond. First, turn on the one with Pokemon Ranger and DON'T turn on the Pokemon Diamond. The Ranger Net will have a new option. Choose that and it has a send button choose that and now you can turn on the DS with Pokemon Diamond. When Pokemon Diamond reaches the continue screen, do nothing until something shows up. That means your getting the manaphy egg. When its done, play Pokemon diamond and go into any town shop and a person in green will have the manaphy egg. Get it and let it hatch. Then you have your manaphy. Get a Ditto and Manaphy and put it in the Daycare and you will get a phione. Hope that helps.
