Whenever I create a new layer on Photoshop, it's always created above the active layer. Is it possible to change that behavior and make it so that whenever I create a new layer it's created below the active layer instead? My objective with this is so that whenever I import an image it goes below the previous one and not above.

No. Macromedia Flash 8.0 can't open and edit Photoshop files (that is, files with extension ".psd"). But it can import that kind of files. The result is a "flattened" bitmap object in the stage (File>Import>Import to Stage...) or in the library (File>Import>Import to Library...). You probably mean how to combine images. There are several ways to do that in Photoshop: open 2 images in Photoshop, convert background layer to normal for image nmb. 2 then drag it into window with image 1. Another way is to use File > Place command to import image from hard drive into document with already open image in Photoshop.
