Get a giant poster board, put horizontal lines on it and on each line place an employee name. Let the employees know you are going to do random PPE checks and share this information with them:
1. For each time you check and they are wearing PPE, put a star-shaped sticker on the board.
2. If they are missing their PPE for three consecutive inspections, give them a three day suspension without pay.
3. Fire them if they have three suspensions in a six month period.
4. For every 100 star shaped stickers, you will give that employee a half-hour on-site break at the end of the day with a premium ice-cold beer in a shaded area or an air conditioned area along with a co-worker of their choice, provided that the co-worker doesn't have any suspensions on their record.
Crazy but I'll bet it will work.
