If your image already has transparency, you can create another layer in the Layers palette, drag that layer below the original image, then you can drag and drop images to that layer, draw in it, and make any changes. Anything you place in that layer will appear behind your image.

If your image does not have transparency, you can unlock the original layer by double-clicking on it, this will bring up a prompt to rename the layer, once you have clicked OK it will remove the little lock icon to indicate that the layer is now editable. You can then use either a marquee tool to select areas to delete, or constrain what areas are editable, and use an eraser to remove parts of the image you want to be transparent.

Another more advanced method for creating transparency: You can use a Layer mask for non-destructive editing, meaning that if you make a mistake that part of the image can easily be restored because it was never deleted in the first place, it was only hidden. You can use a Layer Mask by first selecting the layer you want to apply it to, then selecting the icon at the bottom of the Layers palette that has a circle inside a square. This will add another thumbnail next to the little thumbnail of your image, indicating it has a layer mask. As long as the layer mask thumbnail is selected you can paint with a black or white brush onto the areas that you want to remove or make visible. Black makes things invisible, White indicates to Photoshop where you want the image to be visible (tip: you can adjust the softness or sharpness of the edges of the transparent areas by adjusting the softness of the brush you are using). Once you have transparency where you want it, just add a layer below this one to add in whatever background you want.

If the image is on a web browser, then right click it, and hit "set as background."

If it is saved to your computer, then go to the control panel and click "personalization". Then click "desktop background." From there you find the image you want and hit "OK" to set it as the background.

Create a new layer, right click the layer and select "Background from layer" and move the background to the very top of the layers list, then apply whatever pictures and designs you want to the LAYER, you can also edit the background for extra effects.

OR

Step 1: Open Photoshop.

Step 2: Go to your picture folder (start>my documents>my pictures).

Step 3: Make sure you can see the pictures as thumbnails (views>thumbnails).

Step 4: Drag the picture you would like to insert from the folder to the open Photoshop file. The picture will either show up as a new Photoshop project window or a new tab.

Step 5: Drag the picture from the new window/tab to the current window/tab and drop onto your project.

Step 6: Re-size and position using layers
