First draw a map of the pulley wheels then draw the belt routing. You need a good quality extra long 15 mm combo wrench (snap on ) to be honest this belt can be a toughie if you are not a technician. It has a tight spring tensioner, and is tough on the hands. Also, replace the tensioner around 80,000 miles as they wear and tend to throw the belt off. Pull on auto tensioner with long 15mm wrench until the belt loosens. Slip belt over pulley, reverse procedure, make sure the belt is in all the grooves.
The 1990 dodge caravan has a transverse mounted engine therefore it doesn't have a fan belt!
The fan is electric, not belt driven. The serpentine belt is has a spring loaded tensioner. If the belt is loose, the tensioner has failed.

i would think it has a electrical fan unit this is true, and I have reason to believe there is no such engine type as a V-4. Not in the caravan industry. They either are 4 cylinders or V6.
The Villager has an electric fan and does not use a "fan belt".
You can spray it with a LITTLE belt dressing but don't overdo it. It also may be caused by sosmething not being alignied in the pulleys.

Turn it off.
There should be a schematic on the fan shroud. If not, go to a used car lot with a like car and draw a schematic.
