The headlight switch is built into the blinker switch and must be replaced as a unit. First a couple of WARNINGS IT WOULDN'T BE A BAD IDEA TO DISABLE THE AIR BAGS WHILE YOUR WORKING ON THE STEERING COLUMN, I DIDNT WHEN I REPLACED THIS SWITCH TWICE BUT THATS ME.
DONT, FOR ANY REASON MESS WITH ANY YELLOW WIRES IN OR NEAR THE COLUMN THESE WIRES ARE FOR THE AIRBAGES.
The one exception would be when disabling the air bags there is one yellow wire you disconect. But that should only be done following the proper instructions that i cant rember right now.
After all that remove the tilt steering lever, it just twists out.
Remove the four or five anti-tamper torx screws from the bottom of the column cover. {you need special anti-tamper torx bits, get them at any parts store}
Remove the top column cove, it just snaps off.
Remove the screws holding the blinker switch assembly and unplud the harness.
Replace with new part and put everything back together

Is your headlight switch and blinker switch the same? If so, this is called the combination switch. Sounds like it is bad and needs to be replaced. Not uncommon for these to break.
