First you have to raise the vehicle and remove the wheel from the right front side,next remove the plastic splash shield and from there you will see the tensioner pulley and adjuster bolt (14mm nut). YToun loosen the nut first and then you turn the adjuster bolt counter clockwise until the desired distance is reached to remove the belt. I believe you can handle it from there?

get a serpentine tool from an auto parts store ...theyll let you borow one

Do not install a used timing belt on the 2003 Neon. Install a new belt.
For the 2004 ES Lancer it is just below the PS and above the airconditioning units on the front of the car, right side of the engine.
Sepentine-replace tensioner,v-belt, adjust accessory and tighten.
The Kia Sedona does not have a power steering belt. The power steering pump is electronic and does not require a belt.
