Most likely speedometer cable
I assume you have a cable speedometer. If so, just follow the cable on the firewall in the engine compartment to the transmission. When you take the cable out there is a small gear in there. That's it.

Battery + cable goes to one of the large posts Starter cable goes to the other Large post Trigger wire goes to the small post (if there are 2 disregard 2nd)

definitly a part...either the odometer unit itself, a speedometer cable or just the gear that's in the transmission under the cable...I say this as I've never seen a digital speedometer on any topaz or tempo from 1990 a before
Mercury Topaz was created in 1983.
Clean them and see.
Check the fuses, if fuses are okay, it is probably the VSS (Vehicle Speed Sensor) or wiring to it at fault.

The 1994 Mercury Topaz has a chain and not a belt.
"84 is still the carb. There is a small screw right at the throttle cable on the carb. Adjust that.
